Rail accidents not involving trains including slips, trips and falls at stations usually account for more than half of all annual railway accidents in the absence of accidental catastrophic loss off life as a result of a serious train accident. One of the main causes for concern regarding serious train accidents involving collision with other trains is ‘signals passed at danger’ which occurs when a driver either recklessly or negligently ignores a cautionary signal requiring him to stop as a result of perceived danger further along the track. In most cases the trains stop within the safety overlap provided at the signal which is usually 200 yards, which provides protection against drivers misjudging braking. The most serious incidents are those when trains run past this safety overlap and there is a possibility of a collision with another train. These incidents are only one of the precursors to catastrophic train accidents however they have been the cause of a number of major incidents including at Southall in 1997 and Ladbroke Grove in 1999 when 32 people died.
Vandalism continues to be the primary cause of train accidents however there are numerous other causes of injury including level crossing incidents, accidents involving road vehicles and pedestrians, slips and falls at stations, failure of trains, track and infrastructure, obstructions, derailment, assaults and driver error. In recent years there have been two serious collisions involving motor vehicles on the track. The Selby incident involved a vehicle coming off the M62 motorway onto the track in front of an oncoming train causing 10 fatalities as a result of which the car driver received a substantial sentence of imprisonment and a rail accident on the London to Plymouth line when a train, travelling at 100mph immediately before impact, collided with a car on a level crossing causing six deaths and numerous serious injuries.
British Transport Police data shows a large increase in criminal offences including stone throwing and the placing of objects on the railway line that affects the safe passage of trains. It is rare for the perpetrators of this serious crime to be apprehended however personal injury caused by derailments or injuries from flying stones or glass can result in a claim for compensation being made to the Criminal Injury Compensation Authority.
